注释/定义： 2022 年 3 月，第五届联合国环境大会（UN Environment Assembly）通过了《终止塑料污染：制定迈向具有法律约束力的国际文书》（End plastic pollution: Towards an international legally binding instrument）的决议，决定成立政府间谈判委员会（ Intergovernmental Negotiating Committee, INC），并计划在 2024 年年底之前，达成一项具有国际法律约束力的塑料污染（包括海洋环境中塑料污染）防治协议，即“全球塑料公约”。2022年 11 月，政府间谈判委员会第一次会议（INC-1）主要讨论了文书框架并选举了 INC 主席；2023年 5 月，INC-2 会议拟定了“塑料公约”零草案（Zero Draft），即，未经过大规模修改的文件或协议草案；2023 年 11 月，INC-3 会议进一步商讨了“零草案”。INC-4 会议将于 2024 年 4 月23 日至 29 日于加拿大首都渥太华召开，目的是推进谈判，以便委员会能够在年底举办的 INC-5会议上最终确定一份法律文书。
